Greening of Telecommunication Infrastructure in Madagascar

As a National Legal Expert for Danish Energy Management (DEM Aps), Antsa served as the policy and regulation specialist on the World Bank–led Digital and Energy Connectivity for Inclusion in Madagascar (DECIM) program.

Her role involved mapping the regulatory and legal framework for sustainable telecommunications infrastructure, examining policies related to energy transition, infrastructure sharing, and environmental standards for telecom networks.

She analyzed and recommended updates to telecom and digital regulatory policy to align Madagascar's legal environment with international green digital standards.

I worked with Antsa on a cross-sectoral World Bank project where she served as the Madagascar legal specialist for energy and telecommunications law. Antsa is a fast learner and she went above and beyond what could be expected from her ToRs, providing and updating solid legal advice combined with great interpersonal skills. It was a pleasure to work with Antsa and I highly recommend her.
